Ultimate Flash, in the tradition of the Ultimate DC Universe's reinventions, is a modern day incarnation of the second canonical Flash, Barry Allen. A college student majoring in science, unable to make the football team, this version of Allen was also caught in a scientific freak accident involving electrical current when his science project was hit by stranded lightning, resulting into his transformation into a superpowered speedster, able to run nearly faster than the speed of light. Unlike the Barry Allen of the standard DC Universe, Ultimate Flash is one of the very few superheroes with a public identity rather than a private one, and operates as an agent of the law, protecting Central and Keystone City after his comic book idol, Jay Garrick, the original Flash and one of the founders of The Ultimate Justice Society.

While Barry operated as a solo agent for a time, he has recently taken up a protege in his young cousin, Bartholomew 'Bart' Allen, now known as Ultimate Impulse.
