Season I -
NPCTwenty two years on the force, and a promotion to Lieutenant later, James Gordon still acts as the ledger between a force of good natured cops, and a majority of corrupt lackeys trying to control the system. While Jim tries to steer clear of the dirty officers and simply do his job, it becomes increasingly difficult with the high crime rate that Gotham City suffers through on a nearly daily basis. As the only means of support for his wife, and two children, Jim tries to make ends meet. But as he takes down the wrong people to cross, putting many of Carmine Falcone's buisnesses out of work, he's targeted by the corrupt Commisioner Jillian Loeb and the rest of the force she commands. This isn't at all evident until a fellow officer, Arnold Flass, makes an attempt on his life. Though Jim survives the encounter, he knows he can't turn Flass into anyone, as it becomes clear that Loeb herself put out the kill order. Worried for his family's safety aswell as his own, Jim is left no choice but to go back to his job, trying to do what's right in any way that he can. But the feeling of helplessness isn't avoided, as Gordon begins to feel that his days are numbered.
That is, until a chance meeting with the vigilante known as The Batman takes place. Appearing before Gordon in his office one night, the vigilante offers Gordon a strange, yet curious offer: Join his crusade, in exchange for his and his family's protection against Jim's corrupt officers. Gordon doesn't answer the vigilante then, unsure of what decision to make... but the offer does tempt him. Knowing that in the past few weeks, Batman has made considerable damage to the mob front and taken out countless enforcers working for Falcone, Jim feels as if the vigilante may be Gotham's only hope, as extreme as his methods are. Finally, the two meet again, and Gordon agrees to align himself with The Dark Knight, on the condition that Batman never cross the line. He agrees, and the two become fast partners, with Gordon sharing information with Batman, and Batman acting upon it.

As his allieance with The Caped Crusader seasons, Gordon's family issues take a turn for the worst. While he and his wife are sometimes fighting, he knows that his children are subjected to it. This becomes all the more evident when Barbara, who was usually a shy and quirky young girl with good grades, suddenly strikes down a school bully of her's by the name of Cassandra Cain. Feeling guilty for exposing her to violence in the first place, Jim orders Barbara to come to his office after school, the next night, where he orchestrates a meeting. Taking her to the roof, Gordon introduces her to The Batman, in order to scare her out of a violent future. Though he suceeds in that, he also creates a fascination within young Barbara that will manifest sooner than he thinks.
But Gordon finds himself at personal odds, as his friend, District Attorney Harvey Dent, is horrifically scarred and turned insane by a bomb explosion. The attempt on Dent's life burns half of his face, turning him into the vengeful Two-Face. But unfortunately for Jim, he's the first person that the deranged Harvey turns to. Learning that Gordon has a connection to Batman, Two-Face pleads with Gordon to send the vigilante a message, leading into an uneasy alliance between the mentally unstable Dent and Batman, who agrees out of trust to Gordon. The incident ends with the murder of Vernon Fields, and the framing of Batman for the murder... a fact of which leads Gordon to question his decision in joining the vigilante. But all of those doubts are pushed aside when the two come across a common enemy: A murderous clown, calling himself The Joker. Though both fail to apprehend the perp, they agree to dedicate every resource availible to them to bring him in.
While considering his options, after being promoted from Lieutenant to Captain, Gordon also comes up with a way to contact the vigilante at will, with the help of his daughter's history reports: Using a form of searchlight morse code as a basis, Jim takes a spare spotlight from the storage closet of the GCPD, and grafts a large Bat-symbol to it's center, effectively creating a beacon to summon Batman whenever he's needed. The two coin this device as 'The Bat-Signal', as Batman glides into the night, simultaneously rekindling a hope that was once lost in The Captain. Jim Gordon now believes in Gotham City, and it is that hope that will lead to great, and possibly terrible things for the officer of the law for years to come.
